The Naval Air Systems Command intends to issue a Basic Ordering Agreement on a sole source basis with Rockwell Collins Inc. Military Avionics and Helicopters through an other than full and open competitive basis for support of Defense Exportability Features (DEF) for the Enhanced Visual Acuity (EVA) program. The supoort includes DEF feasibility studies that examine the international market, the technical feasibility and cost of designing in exportability, and the potential return on investment; there is also the option for follow on studies that provide additional feasibility and design analysis, and for design activities that carry out actual DEF design and development work. The notice of intent is not a request for proposals. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Rockwell Collins Inc. Military Avionics and Helicopters is the sole designer and developer of the EVA system and as such is the only source with the requisite knowledge and experience necessary to meet this requirement.
