Solicitation N0042121Q0543 is issued as a combined synopsis/solicitation. The Naval Air Warfare Center Aircraft Division (NAWCAD) intends to award a Firm-Fixed-Price (FFP) contract, on a sole source basis, to Thermo Electron North America LLC 1400 Northpoint Pkwy Ste 10, West Palm Beach, FL 33407 USA, for this procurement. The statutory authority permitting other than full and open competition is 10 USC 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The procedures of FAR Part 12 will be utilized for this commercial acquisition. SEE ATTACHED RFQ *****Additional Information***** Offeror shall complete (and submit with quote) certification of clause 52.209-11 in Section K (Representation by Corporation Regarding Delinquent Tax Liability or a Felony conviction under any Federal Law) and provide the following information with response: * FOB * Shipping Cost * Tax ID # * Dun & Bradstreet # * Cage Code * Small Business (Check one) Yes ___ No ___ * Estimated Delivery Date * Commercial Catalog or Published Price List (if available) Offeror must be registered in the System for Award Management (SAM) Database prior to submission of a quote to be considered for award of any DoD contract. This may be accomplished electronically at https://SAM.gov. Invoicing payment will be made thru Wide Area Workflow (WAWF). If you are not registered go to https://wawf.eb.mil/ for WAWF invoicing help & instructions and follow the link “Vendors – Getting Started Help” under the New User section. All interested vendors MUST submit quotes and provide an authorized distributor certificate. Offeror’s are instructed to present their best quote in terms of price and technical acceptability. Quotes will only be evaluated based on information provided therein. This notice of intent is not a request for competitive quotes. However, all quotes received by 3 PM Eastern Standard Time, August 13, 2021 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the Government. Information received will be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received. All quotes/responses shall be submitted via email to Jacob Kerig at jacob.t.kerig.civ@us.navy.mil.
