The Naval Air Warfare Center Aircraft Division (NAWCAD) intends to award a Firm-Fixed-Price (FFP) contract, on a sole source basis, to Astronics Test Systems, Inc. 4 Goodyear, Irvine, CA 92618, for this procurement. The statutory authority permitting other than full and open competition is 10 USC 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The procedures of FAR Part 12 will be utilized for this commercial acquisition. All interested vendors MUST submit quotes and provide an authorized distributor certificate. Offeror’s are instructed to present their best quote in terms of price and technical acceptability. Quotes will only be evaluated based on information provided therein. This notice of intent is not a request for competitive quotes. However, all quotes received by 3 PM Eastern Standard Time, June 8, 2021 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the Government. Information received will be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received.
