The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD intends to negotiate and award a sole-source Basic Ordering Agreement (BOA) to General Dynamics Mission Systems (GDMS), 8800 Queen Avenue South, Minneapolis, MN 55431 for the procurement of hardware material, engineering and technical services for Mission Systems including, but not limited to the Advanced Mission Computer (AMC), Warfare Management Computer (WMC),Mission Systems Computer (MSC), Mission Data Processor (MDP), Common Mission Computer and Displays (CMCD), and the legacy AN/AYK-14. This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. GDMS is the sole designer, developer, and manufacturer of all Advanced Mission Computer (AMC) variants and therefore is the only company that has the requisite knowledge, experience, technical data, and qualified AMC system hardware and software required to successfully support fleet and program support requirements. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement. All responsible sources may submit a capability statement, which shall be considered by the agency.
