The Naval Air Warfare Center Aircraft Division, Patuxent River, MD, intends to procure avionics design, hardware and software development, fabrication, installation, and maintenance of new and upgrade... The Naval Air Warfare Center Aircraft Division, Patuxent River, MD, intends to procure avionics design, hardware and software development, fabrication, installation, and maintenance of new and upgraded avionics systems and technical support systems in support of the following programs and laboratory facilities within Avionics Department, Systems Integration Branch. The programs will include VH Executive Transport Program VH-60N, VH-92A and VH-3D Presidential Helicopters, CH-53/MH-53 Program and other related programs that may evolve during the term of the contract. The laboratories will include HIS-2/VH-60 Laboratory, CH-53 Laboratory, and other laboratories that the Systems Integration Branch may support during the term of the contract. Tasks that will be supported by the contract include but are not limited to the following: Avionics and Support Equipment Development and Fabrication, Facilities Development and Maintenance, Avionics Testing and Repair, System Engineering, Configuration Management, Documentation Control, and Program Management. The anticipated contract type is a cost-plus-fixed-fee contract. The period of performance is estimated at five (5) years from the date of award. Many projects to be performed under this contract will require a secret clearance. The location of performance will be on-site at NAWCAD Patuxent River, Maryland, and off-site at the contractor’s facility. The following is a partial list of planned Avionics Upgrades for VH-3D and/or VH-60N: SATCOM Integrated Mount, Communication Interface Unit, Common Fill Port, Navigation Interface Unit, etc. The contract will maintain and upgrade the avionics test bench and automatic test equipment to perform full functional test for all current and planned avionics systems. The following is a partial list of VH unique avionics test benches, automatic test equipment, and avionics: ILS CATB Avionics Test Bench, VH Specific Automated Test Equipment. These lists are not all inclusive but are provided to show what type of avionics design and equipment will be expected to be developed, maintained, and/or supported. The Naval Air Warfare Center Aircraft Division, Patuxent River, MD intends to award the requirements included in this contract to Lockheed Martin Logistics Services Inc. on a sole-source basis. Lockheed Martin is the Original Equipment Manufacturer of the parts and equipment to be upgraded, maintained, and supported by this contract. Lockheed Martin, the sole designer, developer, integrator, and manufacturer of the above aircraft, is the only known firm possessing the unique specialized experience and engineering expertise, tooling, data, facilities, and the requisite in-depth knowledge of the above mentioned programs’ peculiar engineering, data, and tooling required to perform the Government’s minimum requirements within the required timeframe. Any firm believing that they can fulfill the above requirements may submit a written response no later than the date posted on this notice. Any interested party must have the approved facility(ies) and personnel clearances necessary or demonstrate ability to obtain any required clearances in time to meet schedule requirements. Any respondent must also submit a Statement of Qualifications to demonstrate their ability to perform to the Government’s needs within the required response time without compromising quality, accuracy or reliability, and without causing programmatic hardship.
