The Naval Air Systems Command intends to negotiate and award a sole source firm fixed price contract to Elbit Systems Land and C4I, 29 Hamerkava St. Holon 5885118 Israel, to procure the PRC-648 Personal Locator Beacon (PLB) radio on behalf of the United States Navy (USN) to include the United States Air Force (USAF) and Foreign Military Sales (FMS) cases, in support of Non-Combat Survival Radio (NCSR) requirements. The Government does not possess adequate data or the rights necessary to competitively award this requirement.
