The Electronic Combat Stimulation (ECSTIM) Branch, of the Naval Air Systems Command (NAVAIR), intends to issue a sole-source Firm Fixed Price (FFP) Order under Basic Ordering Agreement (BOA), contract number N00421-21-G-0002, to L-3 Communications Integrated Systems L.P., 10001 Jack Finney Blvd., Greenville, TX 75402 for the procurement of operational support services for joint signal process support, signal analysis, and other technical aspects. This contractor support services provides a requirement to the ECSTIM branch, in support of the Air Combat Environment Test and Evaluation Facility (ACETEF). REQUIREMENTS: The requirement(s) will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304(c) (1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” Under this effort, the Contractor shall provide the requirements and services to assist in the development of capabilities, and support the CUBES stimulator for ACETEF. This notice is published for information purposes only and is not a request for competitive proposals.
