THE GOVERNMENT INTENDS TO USE SEALED BIDDING PROCEDURES FOR THE PROPOSED REQUIREMENT. INTRODUCTION The Naval Air Warfare Center - Aircraft Division Procurement Group at Patuxent River, MD intends to solicit and award a contract for the construction of a single story office building. The building will be approximately 13,000 sq ft and located at Webster Outlying Field in St. Inigoes, MD. The proposed project will be a competitive, firm-fixed price, design/bid/build contract procured in accordance with FAR Part 14, Seal Bidding Procedures. The type of set-aside decision will depend upon the capabilities of the responses to this sources sought. The purpose of this notice is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible sources interested and capable of performing the work. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice. ADDITIONAL INFORMATION Estimated Contract Duration: 365 Calendar Days In accordance with FAR Part 36, the estimated magnitude of construction is between $5,000,000 and $10,000,000. The North American Industry Classification System code for this procurement is 236220 which has a small business size standard of $39,500,000. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting that they must perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction-type procurement. Should the acquisition be set-aside for the 8(a) program, 8(a) firms are reminded they need to have a bona fide office in the geographical area of consideration where the work is to be performed as determined by SBA. Firm’s response to this Synopsis shall include the following information: 1. Firm’s name, address, point of contact, phone number, and e-mail address. 2. Firm’s interest in bidding on the solicitation when it is issued. 3. In order to determine firm’s capability to perform a contract of similar magnitude and complexity, the following is required: Brief description of the project, contract value, customer’s name, contract duration (planned and actual) - provide at least 3 examples of projects. 4. Firm’s Business Size – Large Business, Small Business, 8(a), HUBZone, SDVOSB, EDWOSB or WOSB. 6. Firm’s Joint Ventures (existing), including Mentor Protégés and teaming arrangement information is acceptable 7. Firm’s Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars) via letter from bonding company Interested Firm’s shall respond to this Sources Sought Notice no later than August 10, 2020 by 12PM.
