Naval Air Systems Command intends to negotiate and award a sole source, cost type delivery order under Basic Ordering Agreement N00421-17-G-0006 with Cobham Mission Systems, Davenport, IA for the update of the Onboard Oxygen Generating System production and repair Acceptance Test Procedure (ATP) test stands. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. As the sole user and maintainer of the Onboard Oxygen Generating System test stands, only Cobham Mission Systems possesses the peculiar engineering capability, data, resources, expertise, and intricate knowledge necessary to satisfy the Government’s minimum requirements.
