The Naval Air Systems Command intends to negotiate and award a sole source firm fixed price contract to GENTEX Corporation, Carbondale, Pennsylvania to procure Gentex Aircrew Helmet Noise Reduction (AHNR) V5.0 E-2D Active Noise Reduction (ANR) Earcups in support of FY20 thru FY27 E-2D aircraft production. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. As the sole designer, developer, manufacturer, and supplier of Active Noise Reduction (ANR) Earcups, with active noise canceling at the narrow-band tonal propeller noise frequency range, installed in the HGU-68 Helmet, only GENTEX has the requisite knowledge, technical expertise, required technical data, production tooling, facilities, and experience necessary to support engineering, manufacturing, testing, and logistics tasks associated with the ANR Earcups. The Government does not possess adequate data or the rights necessary to competitively award this requirement.
