This is not a request by the Government for submittal of proposals or quotes of any kind. The Government intends to issue, on a sole source basis, a Firm-Fixed Price (FFP) contract to Aircraft & Commercial Enterprises (ACE) 800 N River St., Derby, KS 67037 for connector parts for AV-8B station 1 and 7 pylon upgrade Kits. This acquisition is being procured on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy requirements. ACE is a Small Disadvantaged Native American Woman-owned company. The hardware required for this procurement includes proprietary parts and precision crafted, custom-machined parts that need to precisely fit within each other. Because of the need for compatibility of parts, a single source is required for all the parts. Market research has revealed that no other known contractor could immediately satisfy the Government’s requirement. Based on capability packages received in response to a previously issued sources sought announcement for this requirement, ACE is the only known source that has the technical data, knowledge, experience, and capability necessary to fulfill the Government’s need and meet its requirements within the defined schedule.
