Naval Air Systems Command (A2522000) Patuxent River, MD intends to issue an Indefinite Delivery, Indefinite Quantity (IDIQ) contract to Precise Systems, 22290 Exploration Drive, Ste. 400, Lexington park MD 20653-2066 to procure Software, Applications Management and Support Services for the Acquisition Management System (AMS) suite of tools. Support NAVAIR requires includes management and technical support for the operation, development, sustainment, training and management of AMS web-based applications. Technologies supporting AMS include custom developed applications such as Procurement Management Tool (PMT) Contract Data Requirements List (CDRL) and Common Spend Plan Tool (CSPT). The Government is contemplating awarding a contract with a base period and up to four option periods. Precise is the sole designer, developer, integrator, tester, and producer of the software source code for the various applications to include all of the data table relationships, analysis and reports and therefore, Precise is the only known source possessing the technical skills and requisite knowledge of the design, architecture, data table relationships, performance, and functional characteristics of the various existing AMS applications to include the KMS portal and how they operate within the overall NAVAIR database environment. Precise is the only known vendor capable of providing the required supplies and services in an expeditious manner without affecting cost and schedule.
