This is a NOTICE OF INTENT for the procurement of a Dynamic Interface Proprotor Test Rig in support of the Office of Naval Research (ONR) Dynamic Interface Virtual Environment (DIVE) program, Naval Air Warfare Center - Aircraft Division (NAWC-AD). This requirement is advertised as SOLE SOURCE. The Government intends to award a Cost Plus Fixed-Fee contract, on a sole source basis, to Calspan Systems Corporation, 703 City Center Blvd Newport News, VA, 23606-2551 for this procurement. The statutory authority permitting other than Full and Open Competition is USC 2304(c)(1), as implemented by FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. The procedures of FAR Part 12 and 13.5 will be utilized for this commercial acquisition. The requirement will include the following: Dynamic Interface Proprotor Test Rig The procurement will include the design, fabrication, assembly, instrumentation, and functional testing of a 0.125-scale proprotor test rig for use in both the NASA Langley 14- by 22-Foot and the University of Maryland Glenn L. Martin subsonic wind tunnel facilities.
