THIS IS A COMBINED SYNOPSIS/SOLICITATION (reference Notice of Intent Synopsis of 15 Jan 2020) for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement, with its attachments, constitutes the only solicitation; proposals are being requested. The Naval Air Warfare Center Aircraft Division (NAWCAD), AIR 2.5.1.5, Patuxent River, MD intends to award a Firm-Fixed Price (FFP) contract, Brand Name Specific, for annual assurance for Cameo toolsets and plug-in(s) software from No Magic, Inc. One Allen Center, 700 Central Expressway South, Suite 110, Allen, Texas 75013. The statutory authority permitting other than Full and Open Competition in USC 2304(c)(1), as implemented by FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. The requirement is to purchase Software Assurance support for previously purchased software toolset and plug-ins from No Magic who is the developer and the orginal manufacturer of Cameo System Modeler and associated products. No Magic is the sole provider of Software Assurance support. This requirement will allow AIR 4.1 and other competencies to continue developing models for pilot programs as part of the overall Capabilities Based Acquisition transition. The procedures of FAR Part 12 and Part 13.5 will be utilized for this commercial Brand Name Specific acquisition. The proposed contract action is Brand Name Specific which the Government intends to purchase under the authority of FAR 6.302 as outlined in the attached Justification and Approval for Other than Full and Open Competition. Interested parties may identify their interest and capability to respond to the requirement or submit a proposal. This notice is a request for Brand Name Specific proposals; however, all responses and proposals received before the closing date and time of this announcement will be considered by the Government. Responses should include a company name, point of contact, address, phone and fax numbers, email, and applicable company product literature. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The determination to proceed with award of the Brand Name Specific procurement as outlined herein is solely within the discretion of the Government. The Government shall not reimburse interested sources for any information provided nor return any information provided. No proposal costs will be reimbursed for any offeror. No request for capability briefings will be honored as a result of this notice and any information provided will not be used as part of any subsequent solicitation requirement. The Government reserves the right to process this procurement as a Brand Name Specific action based on the responses received. The anticipated award date is 31 March 2020. The Naval Air Warfare Center; Aircraft Division (NAWCAD), AIR 2.5.1.5, Patuxent River, MD intends to award a brand name specific, Firm-Fixed Price (FFP) contract for annual software maintenance and technical support from No Magic Incorporated, One Allen Center, 700 Central Expressway South, Suite 110, Allen, Texas 75013. The requirement is to provide software updates, maintenance and support to be utilized by the Government for the development of systems models, Integrated Modeling Environment (IME), using Cameo series of products for the Systems Engineering Transformation in support of the Systems Engineering Department (AIR 4.1). The estimated period of performance for this requirement is twelve (12) months after contract award. The statutory authority permitting other than full and open competition is based upon Title 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, whereby the supplies or services required are available from only one source, and no other type of supplies or services will satisfy agency requirements. No additional written information, formal request for proposal, or solicitation is available at this time. The procedures of FAR Part 12 and Part 13.5 will be utilized for this commercial brand name specific acquisition. This Notice of Intent is for informational purposes only, and not a request for competitive proposals.
