The Government intent is to award a Single Award Indefinite Delivery Indefinite Quantity (IDIQ) contract to the Offeror who provides the best overall value. The resultant IDIQ is planned as a non-performance based contract with a five year ordering period and will be issued on a Cost-Plus-Fixed-Fee and Cost-Reimbursable basis. Description of Requirement: The Naval Air Warfare Center – Aircraft Division (NAWCAD) at Patuxent River, MD announces its intention to procure, on a competitive basis, the services necessary to provide support to the Software Engineering Department and Naval Air Systems Command (NAVAIR) Program Managers Air (PMAs) for the following activities: Software sustainment in Software Support Activities (SSAs), Software Systems Engineering, Systems and Software Integration and Software Development, Test, Software Acquisition, Integration and Laboratory Engineering, Systems/Subsystems Integration, Avionics/Software/Air Vehicle Technology Insertion, Platform Simulation, Configuration Management, and Program Performance Assessment Analysis and Planning. This includes direct software systems engineering support services throughout the full life cycle of a weapon system from concept development through disposal, and applies to Naval Aircraft weapons and support systems. Software Engineering support is required for direct software systems engineering support throughout the life cycle of a weapon system from concept development through disposal, and applied to Naval Aircraft weapons as well as support systems for U.S. domestic military programs and Foreign Military Sales (FMS) programs. The prospective contract will provide highly focused and specialized software engineering and technical support services, within the acquisition, development, deployment and sustainment phases of a weapon system, across a wide range of Naval Air Programs for aircraft systems and subsystems. The prospective contract will additionally include support for the development of operational systems and integration, as well as the ability of that software to be inter-operable with other Navy platforms. Representative samples of the contractor support requirements include: Software Systems Engineering, Systems/Subsystems Software Integration, Software Development, Software Test, Software Acquisition, Laboratory Engineering and Integration, Avionics/Software/Air Vehicle Technology Insertion, Platform Simulation, Configuration Management, and Program Performance Assessment and Analysis/Planning during the Acquisition and Sustainment phases in support of the PEOs, and NAVAIR PMA activities.

The Draft SOW is also being published with the intent to solicit comments and promote competition. It is requested that interested businesses submit to the Contracting Office suggestions from industry regarding how competition may best be achieved regarding the Draft SOW. The comments and suggestions should be submitted in a separate document (but in the same e-mail) from the capabilities statement package and will not count against the page limit outlined above. If an interested business has already submitted a capabilities statement package, and does not wish to make any changes as a result of this amendment, they may submit an additional email with comments and suggestions. Respondents should also include their company name and cage code with this document. All such suggestions will be considered; however, the Government reserves the right to solicit for the required services in a manner of its own choosing in accordance with the applicable procurement regulations.
