UPDATE: 7/30/2020 - Amendment 0001 solicitation amendment provides: Industry Q&A; revises Attachment P3, Past Performance Information Form, P6, Personnel Resource Matrix, CDRL A006; and adds Attachment P9, Wage Determination. A conformed Solicitation has also been attached. ---------------------------------------------------------------------------------------- The Naval Air Warfare Center Aircraft Division (NAWCAD) has a requirement for Contractor Support Services (CSS) personnel to provide engineering, technical, administrative, and program management support for the Support Equipment Test & Evaluation (SE T&E) Branch located at Patuxent River, MD. The SE T&E Branch is tasked with supporting the Integrated Product Teams (IPTs), perform testing, systems engineering, analysis, development integration, modification/repair of end items and components, and fleet introduction of aviation Common Support Equipment (CSE)/Peculiar Support Equipment (PSE) in support of NAVAIR weapon systems. To provide support in these diverse areas, the SE T&E Branch complements the Government workforce with the services of qualified and experienced engineering, technical, program analyst, administrative, and related program management oversight responsibilities. Refer to the attached RFP’s Statement of Work (SOW) located in Section C for additional details. The Government intends to solicit and negotiate an unrestricted FULL and OPEN competition. Work under this requirement shall be primarily performed at NAS Patuxent River, MD, Joint Base McGuire-Dix-Lakehurst, NJ, NAS Point Mugu, CA and NAS Oceana, VA. Other work locations include U.S. Navy (Shore, Ship, and Mobile Maintenance) Facilities and other DoD and SE commercial vendor locations. The resulting contract will be a non-performance based, Cost-Plus-Fixed-Fee (CPFF) level of effort, single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with an ordering period of 5 years. The Product/Service Code (PSC) for this procurement is H217, Equipment and Materials Testing – Aircraft Launching, Landing, and Ground Handling Equipment. The NAICS Code is 541330 (current size standard of $41.5M).
