SOLICITATION REQUIREMENT N00421-20-Q-0414 is a firm fixed-price procurement, therefore, the offeror’s initial offer should represent the vendor’s best quote in terms of price and technical acceptability. You must quote enough technical information to evaluate your quote. Your quote will only be evaluated on the information you submit. Determination will be considered using the following: 1. Schedule/speed of delivery (MUST be delivered prior to September 15, 2020) 2. Cost 3. Proximity to specifications (please see Specifications in Section C) 4. Demonstrated experience (please include a short statement on relative experience). Award will be made to the vendor that submits the lowest, aggregate, firm fixed-price quote. If two or more quotes are equal the award shall be made by drawing of lot limited to valid quotes. The drawing shall be witnessed by 3 persons, and the contract file shall contain the names and addresses of the witnesses and the person supervising the drawing.
