Naval Air System Command Congressional Liaison Office Statement of Work 1.1 BACKGROUND Naval Air System Command Congressional Liaison Office (CLO) requires a single (password protected) web service that offers diverse information content, tools, and features. Capabilities of this web service must include all of the following tasks: 1.2 SCOPE 1. Four licensed users in NAVAIR CLO along with onsite training and support available at all times to support NAVAIR CLO operations via email and/or call center. 2. The ability for all users to create and easily update personal search lists (i.e. bill numbers, laws, members, floor votes and committees). a. Users must be able to use saved lists in creating e-mail alerts, and member reports and for searching all available content, including global searching. 3. The ability for each registered user to create custom e-mail alerts so they receive new information pertinent to their interest areas based on their delivery preferences (including same-day availability). a. Alert options must include keywords, bills, committees, subcommittees and members. b. E-mail results must be stored online for two weeks. c. Each user must have the ability to combine separate alerts into a single e-mail alert to be delivered daily (by e-mail) at the times of their choosing (5am, 7am, 9am, 11am, 1pm, 3pm, 5pm, 7pm, 9pm and 11pm EST). 4. The ability for each registered user to annotate documents, create personal folders, save specific documents and add notes for future reference. 5. Round-the-clock comprehensive and nonpartisan reporting on all major congressional activity, action, floor activity, markups, hearings, and conference committee negotiations. a. On average, not counting recess or major holidays, provider must offer an average of 30-50 copyrighted stories daily. b. Users must be able to search a minimum of 17 years of news content by keywords, bill numbers, members, committees, subjects and date. 6. Round-the-clock advanced tracking of events around Washington and including congressional hearings and other action on Capitol Hill. a. Event listings must include dates, times, locations, agendas, contact information and witnesses (when applicable) with a searchable archive dating back at least 17 years. b. Event listings must integrate with electronic calendars (Outlook) and have an automatic e-mail feature alerting users of any changes to selected events (i.e. date, time, location). 7. A weekly publication offering in-depth stories on the Congressional policy-making process with integrated access to the status of appropriations, sidebar stories, profiles of members coded in the story, bill status charts and related documents. a. Must include a searchable archive of prior stories dating back to 1984. b. Must include morning briefing e-mail and digital tablet edition. c. Must include a mobile app that provides full mobile access to all congressional news coverage and committee schedules - updated throughout the day. 8. An electronic newsletter (delivered daily Mon-Fri by 10 am) that focuses on all major defense policy issues for the day and offers unique news and analysis as it pertains to Congress, budget and appropriations. 9. Detailed reports on floor activity and actions in the House of Representatives. a. Must include a daily report offering a forward looking projection of what is going to happen on the House floor the following day and outline any amendments and motions that are expected to be offered. b. Must include a forward-looking weekly report (available on Saturday) offering summaries and analysis of every bill scheduled for floor consideration for the upcoming week with supplements being made available for major changes throughout the week. c. Must include floor and conference summaries in addition to a detailed report on any major bill on the House floor along with background information, cost estimates and fact tables. 10. A daily summary of scheduled and expected Senate floor action searchable by keyword, bill number, member, subject, date and law number. 11. Access to all new and updated CRS Reports as they become available. CRS Reports must be full text searchable and alertable with a minimum of 20 years of reports available. 12. One-to three-page summaries of major legislation with updates available after major committee action occurs. a. Analysis must include a synopsis of the bill, key highlights, background information and an outlook with archives dating back to 1995. b. Users must be able to request up to five reports (per organization) to be created by the vendor within 48 hours. 13. Twice-daily electronic newsletter covering homeland security issues and offering updates on the defense, cyberintelligence, counterintelligence, and border security policies and priorities. 14. Access to comprehensive biographies of every member of Congress. a. Full bio must include staff contact information (with office locations, titles, responsibilities, e-mail addresses and phone numbers), social media, descriptions on their states and districts, electoral histories, committee assignments, government contract data, grant information, major employers, legislative priorities, interest group ratings, recent news, bills sponsored and cosponsored, floor votes, amendments offered, floor speeches, committee amendments offered and a link to the member’s homepage. b. Must provide the ability for users to build custom member reports for select members and profile sections. 15. Detailed fact files on members of Congress including birthdays, birthplaces, education, minorities, pronunciation guide, religions, spouses, women members, photo directory, phone, fax, rooms, web, e-mail addresses, committee rosters, seniority, military veterans, chamber seating chart, YouTube House & Senate hub, next election dates, district maps and updated congressional calendar. 16. A database providing status and chronologies of every bill in Congress for the past 20 years. a. Must include the ability to track all draft appropriation and authorization bills (like the National Defense Authorization Act) for the coming year prior to introduction. b. Capabilities must allow for e-mail alerts to be sent to users for same-day bill action based on keywords, bill number, committee, sponsors, co-sponsors, chamber, legislative stage and date introduced. c. Legislative histories must include links to relevant information such as amendment text, news, analysis and government reports (ex: CBO, GAO and CRS). 17. A searchable and e-mail alertable database of every bill introduced in Congress and the various versions of each since 1995 - updated daily. The database must include the ability to search by keywords, bill numbers, members, committees, sponsors, chamber, legislative stage, date introduced, bill version date, appropriation bills and fiscal year. a. Users must be able to run a report at any time that identifies the differences in language between bill text documents and compare the wording found in two versions of the same bill, in two different bills or in selected sections of any two bill versions. 18. A full text searchable and e-mail alertable database of every Committee Report dating back to 1989 – updated daily. a. Must include the ability to search by keywords, bill numbers, committees, publication date, committee type (House, Senate, Joint & Conference), report number, appropriation bills and fiscal year. b. All tables and charts in Appropriation and Authorization Committee Reports must be converted to HTML format to allow for full text searching and the ability to receive e-mail alerts on specific line-items and earmarks. c. Reports must also be available in PDF. 19. A full text searchable and e-mail alertable database of the official Congressional Record dating back to 1989 - updated daily. a. Must allow option to search the Record by keywords, bill numbers, members, publication date, chamber, congressional record page numbers, amendment number and Congressional Record categories (Senate Legislative Action, Senate Bills Introduced, Senate Amendments Introduced, Senate Co-Sponsors Added/Withdrawn, Senate Speeches and Inserts, Senate Reports Filed, Senate Procedural Matters, Senate Executive Communications, Senate Treaties and Nominations, House Legislative Action, House Bills Introduced, House Amendments Introduced, House Co-Sponsors Added/Withdrawn, House Speeches and Inserts, House Reports Filed, House Procedural Matters, House Executive Communications, Daily Digest (Senate and House)). 20. A full text searchable and e-mail alertable database of every CRS Bill Digest (the official synopsis of legislation) dating back to 1996 - updated daily. a. Must allow the ability to search by keywords, bill numbers, members, publication date, and words in bill title, sponsors, chamber, legislative stage, date introduced, appropriation bills and fiscal year. 21. A full text searchable and e-mail alertable database of all floor votes since 1991 - updated daily. a. The database must include a brief description of each vote, the vote count, and final vote outcome with details of who abstained. b. Vote breakdowns must appear within two hours of each vote concluding in the respective chamber. 22. A full text searchable and e-mail alertable database offering analysis of every open committee and subcommittee markup since 1989. a. Database must be updated daily with full reports posted within 24 hours following event. b. The report summary must include analysis on the debates and discussions as well as amendments offered, roll call vote breakdowns, links to amendment text and vote outcomes. c. Database must be searchable and alertable by keyword, bill number, member, committee, subcommittee and date. 23. Full text of committee and floor amendments introduced in Congress. a. Must include a description of each amendment integrated with the specific bills legislative history and markup coverage. 24. Verbatim transcripts of all open congressional hearings held by the following committees and subcommittees: Senate Armed Services, House Armed Services, Senate Appropriations on Defense, House Appropriations on Defense. a. Transcript must be available within two-three business days of the hearing’s completion (too vague) and include all Q&A between members and witnesses. b. Transcripts must be full-text searchable and alertable by keyword, bill number, member, committee, event/action date, committee type, publication date, appropriation bills and fiscal year with an archive of content back to 1986. 25. Verbatim transcripts of newsworthy speeches, press conferences and news events with a focus on the president, Congress and federal agencies (i.e. Department of Defense, Department of State) and include the interviews of key government officials who appear on prominent television talk shows. a. Database must be searchable and alertable by keyword, bill number, member, committee, subcommittee and more with archived content since (1995). 26. A tool allowing users to access segments of congressional and newsmaker transcripts as they are being uploaded to the website. 27. A twice daily e-mail outlining which events will be transcribed for the day and which are set for future coverage. 28. A comprehensive database of government documents, including, but not limited to selected draft bill text, press releases, "Dear Colleague" letters, White House documents, Statements of Administrative Policy, OMB, CBO and GAO documents. a. Database must be updated several times daily and searchable and e-mail alertable by keyword, bill number, member, subject, committee, subcommittee, document type and issuing agency. b. Must include available report archive dating back to at least 1995. 29. The ability to quickly e-mail selected documents, including bill text, news, committee reports, bill histories and floor votes from the web site to (up to) 3 individuals at a time.
