The Naval Air Systems Command (NAVAIR) intends to establish a Basic Ordering Agreement (BOA) with L3Harris ISR Systems, Greenville, Texas. NAVAIR intends to issue Firm-Fixed-Price (FFP) and Cost-Reimbursable orders under this BOA in support for the Command and Control (C2) and Urban Background Environment Simulator (CUBES) and the Joint Signal Processor (JSP) for the Electronic Combat Stimulation (ECSTIM) Branch at the Air Combat Test and Evaluation Environment (ACETEF) Installed Systems Test Facility (ISTF) located at Naval Air Station (NAS) Patuxent River. Additionally, JSP orders to support the Airborne Multi-Intelligence and Special Missions (AMISM) Distributed Maritime Operations (DMO) Program Office will be provided under this BOA. As the Original Equipment Manufacturer (OEM), L3Harris ISR Systems is the only known source with the technical data, knowledge, and engineering experience currently capable of performing this effort within the time frame required to meet the Government’s needs. This requirement will be procured in accordance with FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The authority permitting other than full and open competition is Title 10 U.S. Code 2304(c)(1), as implemented by FAR 6.301. Pursuant to FAR 5.201(b), each order will be synopsized utilizing a Government Point of Entry (GPE). Any response from an interested source will be evaluated by the Contracting Officer for possible opportunities for competition. Additionally, any interested party should contact Samantha Kendzierski (Samantha.kendzierski@l3harris.com) of L3Harris ISR Systems for possible subcontracting opportunities. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals and no funding will be provided for submitted information. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
