The Naval Air Systems Command intends to negotiate and award a sole source, Basic Ordering Agreement (BOA) contract with Carlton Life Support Systems, Inc., Davenport, IA for Lot 44 and 45 (Option) Production of On-Board Oxygen Generating Systems (OBOGS) GGU-12 Oxygen Concentrator and CRU-99 Oxygen Monitor in support of U.S. Navy F/A-18 and E/A-18G production aircraft. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. As the sole designer, developer, manufacturer, and supplier of the GGU-12 and CRU-99, only Carlton Life Support Systems, Inc. possesses the peculiar engineering capability, resources, expertise, intricate knowledge, and data necessary to satisfy the Government's minimum requirements. The Government does not possess adequate data or the rights necessary to competitively award this requirement.
