The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source Indefinite Delivery Indefinite Quantity (IDIQ) contract, on a sole source basis with Elbit Systems Land and C4I, 29 Hamerkava St, Holon 5885118, Israel, for the PRC-648 Personnel Locator Beacon (PLB) radio on behalf of the United States Department of the Navy. The contract action will be for the procurement of PLB radios in lots of 15 - 3,000 for a grand total not-to-exceed 10,015. The manufacturer of PLB radios must be in production ready status in order to facilitate rapid procurement and issue to aircrew for use during CONUS flight operations, as well as use in life rafts in multiple Type/Model/Series aircraft. The PLB radio will replace the inventory of PRC-90 and PRC-149 radios and must be fully operational through the range of Naval operating environments. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, responsible interested parties may submit a proposal in which they identify their interest and capability to respond to this requirement. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received.
