The Naval Air Systems Command intends to negotiate and award a sole source, firm fixed price delivery order under Basic Ordering Agreement N00421-17-G-0006 with Carlton Life Support Systems, Inc., Davenport, IA for the update of CRU-123 Solid State Oxygen Monitor (SSOM) Software. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. As the sole designer, developer, manufacturer, and supplier of the CRU-123 SSOM, only Carlton Life Support Systems, Inc. possesses the peculiar engineering capability, resources, expertise, intricate knowledge, and data necessary to satisfy the Government's minimum requirements.
