The Naval Air Warfare Center, Aircraft Division (NAWCAD) Contracts Department, Patuxent River, MD in support of NAVAIR 4.4, Propulsion and Power, intends to negotiate an order under Basic Ordering Agreement FA8122-19-G-0001 on a sole source basis with General Electric (GE) Aviation, 1000 Western Ave, Lynn, MA 01902 to procure material and parts for improved variable exhaust nozzle tubes. These parts and materials consist of a kit (kit number 9053LKA147177B4) to add secondary retention provisions to the fuel couplings on the Main Fuel Manifold (part number 5104T95P08/ 5104T94P08), Manifold Transfer Tubes (part number 5118T37G01) and P3 Tubes (part number 5116T64G01). The USN requirement consists of procuring a quantity of 250 with an option to procure a total of 750 C-34 kits. These kits have previously been developed, tested, and qualified for modification for the F414 engine under the Component Improvement Program through extensive research, development, and approval through the Engineering Change Proposal (ECP) process with NAVAIR and GE. It is anticipated that the resultant Order shall be Firm-Fixed-Price (FFP). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(C)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete these efforts is solely within the discretion of the Government. GENERAL INFORMATION: The CIP is a continuing engineering support program that provides engineering man-hours, laboratory testing, technical data, and modification kits/hardware to ensure safe, reliable, and cost effective operation of in-service aircraft propulsion and power systems. The Original Equipment Manufacturer (OEM) GE Aviation has the knowledge, experience, and technical data necessary to fulfill the Government's need and schedule for the above specified engine components. Accordingly, GE Aviation is the only known qualified, responsible source that can fulfill the requirements specified herein. This synopsis does not constitute a solicitation and shall not be construed as a commitment by the Government. The Government is under no obligation to award a contract as a result of this announcement.
