The closing date and time remain unchanged. ****************************************** THIS SOLICITATION (reference Notice of Intent Synopsis of 05 July 2019) for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement, with its attachments, constitutes the only solicitation; proposals are being requested. The Naval Air Warfare Center Aircraft Division (NAWCAD), AIR 2.5.1.5, Patuxent River, MD intends to award a Firm-Fixed Price (FFP) contract, Brand Name Specific, for software licenses and toolsets from No Magic, Inc. One Allen Center, 700 Central Expressway South, Suite 110, Allen, Texas 75013. The statutory authority permitting other than Full and Open Competition in USC 2304(c)(1), as implemented by FAR 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements. The requirement is to provide software licenses and toolsets including software assurance to be utilized by the Government for the development of systems models for the Systems Engineering Transformation in support of the Systems Engineering Department (AIR 4.1). The procedures of FAR Part 12 and Part 13.5 will be utilized for this commercial Brand Name Specific acquisition. The proposed contract action is for Brand Name Specific supplies for which the Government intends to purchase under the authority of FAR 6.302 as outlined in the attached Justification and Approval for Other than Full and Open Competition. Interested parties may identify their interest and capability to respond to the requirement or submit a proposal. This notice is a request for Brand Name Specific proposals; however, all responses and proposals received before the closing date and time of this announcement will be considered by the Government. Responses should include a company name, point of contact, address, phone and fax numbers, email, and applicable company product literature. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The determination to proceed with award of the Brand Name Specific procurement as outlined herein is solely within the discretion of the Government. The Government shall not reimburse interested sources for any information provided nor return any information provided. No proposal costs will be reimbursed for any offeror. No request for capability briefings will be honored as a result of this notice and any information provided will not be used as part of any subsequent solicitation requirement. The Government reserves the right to process this procurement as a Brand Name Specific action based on the responses received. The anticipated award date is 29 August 2019. The delivery date will be two (2) days after date of contract award. Offerors must ensure that their firm is registered with the System for Award Management (SAM).
