The Naval Air Systems Command (NAVAIR) intends to negotiate an Indefinite Delivery, Indefinite Quantity (IDIQ) with Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF) and Cost reimbursement CLINs. This procurement is for continued improvements and support of the SkyTracker Technology Suite Counter Unmanned Aerial System (C-UAS), procurement of additional C-UAS units, installation, integration, modifications for rapid mission specific system reconfiguration, test and operational deployment, training, maintenance, repair, refurbishment, logistics support, product sustainment of new and existing C-UAS capabilities, equipment, engineering support services for the NAVAIR AIRWorks Special Project Execution and Advanced Rapid Integration (SPEAR), Integrated Product Team (IPT) supporting PMA-266 and other DoD and Government agencies. As the sole integrator of the C-UAS system, CACI-BITS is the only known source with the technical data, knowledge and technical experience necessary to perform this effort within the time frame required to meet the Government's needs. This requirement will be procured in accordance with FAR 6.302, only one responsible source and no other supplies or services will satisfy agency requirements. The authority permitting other than full and open competition is Title 10 U.S. Code 2304(c)(1), as implemented by FAR 6.301-1, only one responsible source and no other supplies or services will satisfy agency requirements. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
