This is pre-solicitation synopsis is issued on behalf of the Naval Air Station, Patuxent River, MD. The NAVAIR Contracts E-Business Office (NCEBO) is responsible for planning, managing, deploying, maintaining, and operating Contracts eBusiness Systems within the Naval Air Systems Command. Furthermore, the NCEBO provides oversight, management, and Subject Matter Expertise for the Federal Information System Controls Audit Manual (FISCAM), and Statement of Budgetary Authority (SBA) audit efforts pertaining to the contract writing system's role in the Contract Vendor Pay (CVP) process, as well as the Procure-to-Pay (P2P) process. NCEBO is involved in the support of Total Asset Accountability and Visibility, as well as NAVAIR Command's Data Strategy, including Data Alignment and Business Systems collaboration across the Enterprise. NCEBO participates in Contracts training development and execution efforts at NAVAIR and NAWC-AD. NCEBO provides representation to the NAVAIR and Navy Asset Management and Property Accountability (AM/PA) working groups and related audit working groups, NAVAIR and Navy Government Furnished Property working groups, and the Department of the Navy (DoN) P2P working group. NCEBO also provides eBusiness oversight for all NAVAIR Contract Writing sites, and acts as the focus and coordination point for all NAVAIR eBusiness implementation efforts across the Command. NCEBO also participates in numerous local and Navy Level working groups pertaining to Data Alignment, contract writing system capabilities and enhancements, and audit efforts across the Navy. The Government intends to negotiate on a sole source basis with ShadowObjects, LLC, 41650 Courthouse Drive, Leonardtown, MD 20650, under the authority of FAR 6.302-1(a)(2)(iii)(B). ShadowObjects, LLC has the requisite skillset to perform the required effort without unacceptable delays, and compromising audit and mission readiness for Navy customers. ShadowObjects is currently providing Contract Writing System sustainment, Audit support, and command-wide data alignment efforts to the NAVAIR Enterprise; and are considered Subject Matter Experts (SMEs) in these areas. ShadowObjects is the sole contractor capable of meeting current tasking needs in the time allotted to avoid a gap in services, to achieve full Audit readiness, and to sustain this readiness in the out years. Accordingly, ShadowObjects, LLC is the only vendor that is capable of providing the required support. The NAICS code for this procurement is 541330 Engineering Services and the PSC code is R702. Although this pre-solicitation synopsis is not a request for competitive proposals or quotes, interested parties may submit a capability statement or proposal in writing to the Contract Specialist, Elizabeth Chandler, Code 2.5.1.8.13 via email to elizabeth.chandler@navy.mil which shall be considered.
