INTRODUCTION This is a pre-solicitation notice for the Comptroller Department and the Program and Business Analysis Department. The Naval Air Warfare Center Aircraft Division (NAWCAD) Contracts Department (AIR 2.5.1.8), Patuxent River, MD announces its intention to procure, on a competitive basis, the services necessary to support the NAWCAD Comptroller Department and the Program and Business Analysis requirements for Financial Support Services. ELIGIBILITY This procurement is being set aside for small business. The Product Service Code (PSC) for this effort is R170 and the applicable NAICS is 541219 with a Small Business Size standard of $20.5M. PROGRAM BACKGROUND The Comptroller Department and the Program and Business Analysis Department are known as the Business and Financial Management Community (BFMC) and provide business and financial services and products that improve performance, quality, timeliness and efficiency throughout the Organization including the Naval Air Warfare Center Aircraft Division (NAWCAD) and the Naval Air Systems Command (NAVAIR). ANTICIPATED PERIOD OF PERFORMANCE The anticipated period of performance is five (5) years (5 year ordering period). The anticipated start date is 15 June 2020. ANTICIPATED LOCATION OF PERFORMANCE The anticipated location of performance will be at government furnished spaces at NAVAIR Headquarters at Patuxent River MD, as well as in Government leased spaces outside of the NAS Complex. REQUIREMENTS The scope of this effort is for services in maintaining daily operations. Support services required include administrative functions, data entry accounting processes, interface error research and analysis, process management, deficiency identification, testing of system changes, professional and analytical support, liaison support with the NAVAIR ERP Business Office (PMA203) and the Navy ERP Program Office (PEO-EIS), funds management, financial tracking, internal and external data calls, document and records management, specialized analytical support in meeting financial systems requirements and assessing the financial systems relative to data integrity and corporate and user reporting requirements, and centralized support of travel related processes to include help desk support for the entire NAVAIR Team across all sites.
