The purpose of this announcement is to provide the DRAFT Solicitation for the 4.0 Small Business Innovative Research (SBIR) Contractor Support Services (CSS) - Proposed Solicitation N00421-19-R-0015. DISCLAIMER: This is a DRAFT Solicitation to obtain industry input/questions. The information provided in this notice is subject to change and is not binding on the Government. This notice DOES NOT constitute a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject services. No funds are available to pay for preparation of responses to this notification. Any information submitted by respondents is strictly voluntary. No basis for a claim against the Government shall arise as a result from a response to this announcement. It is not a requirement that industry provide a response to the DRAFT Solicitation in order to submit a proposal. The purpose of this announcement is to provide the DRAFT Solicitation as well as the documents associated with the DRAFT Solicitation (Section J, Attachments 1-P8) for the AIR-4.0 SBIR CSS - N00421-19-R-0015. A Table of Contents identifying the contents of the Section J attachments can be found on Page 101 of the DRAFT Solicitation. Description of Requirement: The Naval Science and Technology (S&T) community conducts research across a broad spectrum of maritime and aviation technologies necessary to develop and provide the optimal solutions to meet current, emerging, and future warfighter needs at the right time and lowest cost. It is essential that Naval S&T community align their research, development, and acquisition to shared priorities, allocate resources to speed priority-aligned results to the warfighter, and accelerate capability delivery by streamlining business execution. Naval S&T program management offices identify and prioritize research needs; focus investment and improve the alignment of resources in support of S&T objectives, and work closely with the fleet, acquisition offices, resource sponsors, and technology developers to ensure a balanced S&T portfolio that provides solutions to critical operational needs. The primary scope of this contract is to provide engineering and program management support services to Navy S&T management organizations and Small Business Innovative Research (SBIR) and Small Business Technology Transfer (STTR) programs offices. This includes: aligning S&T investments to strategic Naval S&T needs; identifying and pairing innovative technologies and research to warfighter needs; advising and allocating appropriate S&T program funding to Naval capability gaps; monitoring and managing the health of the S&T portfolio; accelerating technology transitions and increasing their success; supporting SBIR/STTR Phase I, II, and II; and supporting outreach, communications, training, administration, and management activities of Naval S&T and SBIR/STTR organizations to improve effectiveness of business processes and accelerate technology transition to the warfighter. The scope of this work aligns with the "Taxonomy for the Acquisition of Services and Supplies & Equipment" portfolio category 2, Program Management Services, Product Service Category (PSC) R408, Program Management/Support Services. The resultant contract is anticipated to be a non-performance based services single award Indefinite Delivery, Indefinite Quantity (IDIQ) contract with Cost Plus Fixed Fee (CPFF) Level of Effort (LOE) Contract Line Item Numbers (CLINs) for labor and corresponding cost reimbursable CLINs for materials and travel. The period of performance consists of a five-year ordering period. Task orders will be issued as required and the period of performance will be determined upon award of each task order.
