This DRAFT SOLICITATION is for a comprehensive range of support services, detailed in the DRAFT SOLICITATION package, in support of the Naval Air Systems Command (NAVAIR) and in particular, immediate staff of AIR 00 and direct reporting teams, the NAVAIR Command Strategic Leadership Support Team (AIR 7.0), the Business & Financial Management Competency, the Joint Strike Fighter (JSF) front office, and the NAVAIR Washington Liaison Office (WLO). It is anticipated that this requirement will result in a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract to ONLY registered 8(a) companies. It is further anticipated this will be a non-performance based, Cost Plus Fixed Fee (CPFF) effort with a non-performance based level of effort of 541,440 man-hours over a five (5) year period of performance. The Government plans to release a solicitation during the second quarter of FY19. A Presolicitation Notice for this effort was posted on 07 September 2018 with the following information: Solicitation Number: N00421-18-F-0061 Title: Command Strategic Leadership Support Services NAICS Code: 541611- Administrative Management and General Management Consulting Services This current notice is not a request for capability statements. The DRAFT Solicitation (attached) is being published with the intent to further enhance competition and teaming. Potential offerors may submit written comments to the draft solicitation no later than 2:00 p.m. EST on 08 February 2019. In particular, the Government is interested in comments that may lead to increased competition. The Government will consider all comments received; however, no response will be provided and the Government reserves the right to solicit for the required services in a manner of its own choosing in accordance with the applicable procurement regulations.
