Solicitation N00421-19-Q-0247 is issued as a Request for Quote (RFQ). The Government under the Simplified Acquisition Procedures (SAP) for FAR Part 13 The Government intends to purchase on a firm fixed price basis, and to solicit and award the proposed purchase order on a competitive basis. This action will be conducted under Federal Acquisition Regulation (FAR) Part 12 and FAR Part 13. All responding vendors must be registered in the System for Award Management (SAM) database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at http://www.sam.gov This is a firm fixed-price procurement; therefore, the offeror’s initial offer should represent the vendor’s best quote in terms of price and technical acceptability. Award will be made on an all or none basis. DISTRIBUTION STATEMENT D. Distribution authorized to U.S. Government agencies and their contractors. The Technical Data related to this solicitation contains information that is export controlled, US export control laws and regulations are applicable; therefore, only those companies that have completed DD Form 2345 and are certified under the Joint Certification Program (JCP) in an active status are authorized to receive the package. Information about the JCP is located at http://www.dlis.dla.mil. Technical Data Package. This program includes information that has been designed as a "Distribution C. As such, this solicitation/RFQ incorporates a Drawing that cannot be posted to the public website due to distribution and/or export restrictions and is only releasable to current and approved Department of Defense (DOD) contractors. The Attachment/References (##) of this solicitation/RFQ will not be posted. Interested Firms should request a copy of the /Drawing/attachments through a digitally signed email to “Donna Owens” at: donna.owens@navy.mil. This request must include the potential offerors company name, mailing address, authorization, point of contact, phone number and cage code. This program requires a procurement effort in certain critical technologies/data that are not releasable to foreign firms. Some documents are under Federal export control for “sensitive” or “controlled” technologies regulated by the U.S. Department of State’s International Traffic in Arms Regulations (ITAR) protecting national security. Data may not be exported without an approval, authorization, or license under E.O. 12470 or the Arms Export Control Act. Disclosure of the control drawings requires the verification of a current license for the oral, visual or documentary disclosure of technical data by U.S. persons to foreign persons as defined under by the U.S. State Department website. http://pmdtc.org/licenses.htm.
