The Naval Air Systems Command intends to negotiate and award a sole source firm fixed price contract to Martin-Baker Aircraft Company, Ltd. (MBA) of Higher Denham, United Kingdom to procure harness reel test set support equipment and commissioning services in support of F/A-18, EA-18G, and T-45 NACES, SJU-5/A, and SJU-6/A ejection seats. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. As the sole designer, developer, manufacturer, and supplier of NACES and SJU-5/A, -6/A ejection seats, only MBA has the requisite knowledge, technical expertise, required technical data, production tooling, facilities, and experience necessary to support engineering, manufacturing, testing, and logistics tasks associated with the ejection seats and related support equipment. The Government does not possess adequate data or the rights necessary to competitively award this requirement.
