The Naval Air Systems Command (NAVAIR) intends to issue a sole source Firm Fixed Price (FFP) Order under Basic Ordering Agreement (BOA) N00421-15-G-0002 to L-3 Communications West, 640 N. 2200 W., Salt Lake City, UT 84116, for the procurement of engineering services. The services support the NAVAIR Tactical Common Data Link (TCDL) Maritime Shipboard Terminal (MST) Surface Terminal Equipment (STE) effort. REQUIREMENTS: The requirement(s) will be procured in accordance with the statudory authority permitting other than full and open competition under Title 10 U.S.C 2304(c) (1), as implemented by FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." Under this effort, the Contractor shall provide the following services: Requirements and Concepts of Employment (CONEMPS) Development System-level Engineering and Conceptual Designs Trade Study Analysis Design Synthesis and Transition Planning This notice is published for information purposes only and is not a request for competitive proposals.
