The support includes implementation planning and data migration planning and strategy documentation for the future Contract Writing System program; Electronic Procurement System (ePS), creation and updating of documentation pertaining to audit findings, and documenting and aligning data from Contracting Systems into the overall data centric business environment. This requirement will provide the contracting workforce and the NAVAIR and Navy organizations the support and data necessary to assist in making strategic business decisions, as well as ensuring transition to, and initial support for, ePS is as seamless as possible.

Respondents are advised that the Naval Air Systems Command (NAVAIR) Small Business Innovation Research (SBIR) / Small Business Technology Transfer (STTR) Program is under no obligation to acknowledge receipt of the information received, or provide feedback to respondents with respect to any information submitted under this RFI. Introduction and purpose of the RFI The NAVAIR SBIR / STTR Program is seeking information on specific technology areas as outlined below in the Specific Technology Areas of Interest section (7). The information being requested is related to scientific and technology (S&T) activities, investments, and developments for Naval Air Systems Command PMA-202 and PMA-275. The following sections of this announcement contain details of the scope of technical efforts of interest, along with instructions for the submission of responses. With this RFI, NAVAIR SBIR/STTR Program is requesting information on current and previous SBIR / STTR Phase I, II, and III efforts, regardless of the awarding agency, regarding your technology that may address a technology need and/or gap, as indicated in “Specific Technology Areas of Interest” Section (7). NAVAIR is looking for mature SBIR technologies (TRL 5 or higher) that require little RDT&E to mature and ready the technology for transition to the NAVAIR Program(s). Preparation Instructions to Respondents NAVAIR SBIR / STTR Program requests that respondents submit a white paper related to the Specific Technology Areas of Interest, Listed in Section 7, for use by the Government in formulating a potential plan on addressing the technology deficiencies and/or gaps. The NAVAIR SBIR / STTR Program requests that submittals accurately, concisely, and clearly answer the questions and follow the submission instructions as outlined in Section (14-18). Scope The purpose of this RFI is to identify existing SBIR / STTR technologies that address the specific needs outlined in the Specific Technology Areas of Interest Section (7). Abbreviation and terminology MRL - Manufacturing Readiness Level MRO – Maintenance Repair & Overhaul NTE - Not-To-Exceed PMA - Program Management Air POC – Point of Contact RFI - Request for Information S&T - Science and Technology SME - Subject Matter Expert T2P - Technology Transition (T2P) Program TRL - Technology Readiness Level T/M/S - Type Model Series Background description of what is requested The (NAVAIR) SBIR / STTR Program, in coordination with the NAVAIR Program, is interested in technologies developed under previous and current SBIR / STTR Phase I, Phase II or Phase III awardees that may address the technology requirements outlined by Naval Air Systems Command’s PMA-202 and PMA-275 The White Paper will give the SBIR / STTR Firms an opportunity to explain how their technology development addresses the specific technology requirements outlined by Naval Air Systems Command’s PMA-202 and PMA-275. Specific Technology Areas of Interest Specific SBIR Technology Areas of Interest Maintainer Helmet Cooling - (PMA-202) (Aircrew System Program) The Department of the Navy (DoN) seeks thermoregulatory devices to be worn in conjunction with an unvented helmet containing an edge roll seal. The proposed technology should prevent the potential overheating of maintainers and flight deck crew for up to eight hours. Cooling devices may be head, neck, or body-mounted and worn in or under the current helmet system or clothing. The technology shall not interfere with mission operations or cause a decline in human performance or hearing protection over an eight-hour period. Technologies must be portable, lightweight and not require substantial changes to current helmets or personal protective equipment. This includes disruptions to the edge roll or shell of the helmet, which are crucial aspects of hearing protection. In addition, added weight on the head should not exceed one pound. The desired system may include but is not limited to passive and active evaporative, conductive, or convective cooling. The technology should have minimal components and no risk of accidental detachment during mission operations. Coatings – (PMA-275) – (V-22 Program) Windscreen Coatings - includes the material and application process for coating aviation windscreens. Technologies developed for the coating of aviation windscreens that reduce Crazed, Cloud/Haze, Peel/Delamination, Crack/Scratched failure modes. Coating technologies that protect windscreens from failure modes as a result of sand / dirt erosion on the windscreen and chemicals such as oil, fuel, and bug splatter reacting with the outboard protective layer. Coating application technologies that are repeatable and can be conducted in conjunction with production and retrofit.
