This acquisition will be negotiated on a SOLE SOURCE basis with Specialty Chemical Corp. per FAR 13.501 utilizing FAR Parts 12 and 13, Commercial and Simplified Acquisition Procedure. Interested persons may identify their interest and capability to respond to the requirement or submit proposals prior to the offer due date, which will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this action based upon responses received to this notice is solely within the discretion of the Government. Award of firm-fixed price SUPPLY type contract is anticipated. The requirement is for 693 Complete Epoxy Deck Kits from Specialty Chemical Corp. The procurement also requires a properly trained on-site technician and training materials to ensure installation of the material is in accordance with NAVSEA Standard Item (NSI) 009-26 Deck Covering Requirements, and Naval Ship Technical Manual (NSTM) 634, Deck Coverings. It is anticipated that the solicitation will be posted to the BETA.SAM.GOV website on or about 18 September 2020, with quotes due on or about 23 September 2020. Prospective offerors are responsible for downloading their own copy of the solicitation from the BETA.SAM.GOV website and for frequently monitoring the site for any amendments. The Government is not responsible for any inability of the offeror to access the posted documents. No telephone or fax requests will be accepted, and no hard-copy solicitation/amendment will be mailed or faxed. Electronic submission of quotes via BETA.SAM.GOV is not available at this time. Facsimile proposals/quotes will not be accepted. Description of complete supplies and services required will be posted at the time solicitation is posted
