The Government seeks 20 units of NSN 7R-1610-016082920-E7, FOB origin, for a flight-critical part requiring engineering source approval by the design control activity. Only previously approved sources have been solicited because the approved sources retain essential design, manufacturing/repair, or technical data not economically available to the Government, and available technical data is inadequate for full and open competition. Unapproved sources must submit the information required by the applicable NAVSUP WSS Source Approval Brochure with their proposal; offers missing required source-approval data will not be considered. The Government intends to negotiate on a sole-source basis under FAR 6.302-1, though responsible sources may identify interest and submit proposals, quotations, or capability statements. New-source approval is normally not achievable in time to delay award, and any decision not to compete based on responses is within the Government’s discretion.
