The Government intends to solicit and negotiate with only one source under FAR 6.302-1 for 91 each of a flight-critical part (NSN 7R-6115-016432102-QE, ref FH40000G1), delivered FOB origin, with early and incremental deliveries accepted. Only previously approved sources have been solicited; the item requires Government source approval prior to award because it is flight-critical and/or the available technical data is inadequate for full and open competition, and approved sources retain essential design, manufacturing, or repair data. Non-approved sources must submit the required NAVSUP WSS Source Approval Information Brochure data with their offer, and offers lacking all required data will not be considered; source approval processing may not delay award if Fleet support requires continuation. The Government is not using FAR Part 12 commercial-item procedures, though interested parties may identify commercial-item interest or capability. Contractual documents are considered issued when mailed, faxed, or emailed, and the Government’s acceptance of a proposal constitutes bilateral agreement to that issuance.
