The Government plans a sole-source procurement under FAR 6.302-1 for 88 each of NSN 7R-6130-016432408-QE, reference FV45100G1, with FOB origin delivery and early/incremental deliveries accepted. The item is flight critical and/or lacks adequate technical data for full and open competition, so it requires engineering source approval by the design control activity and only previously approved Government sources have been solicited. New sources must submit the required NAVSUP WSS Source Approval Information Brochure data with their offer, or show that a source approval request is already pending, and offers missing required data will not be considered. Approval of a new source cannot normally delay award, and the Government may proceed based on Fleet support needs if approval cannot be completed in time. Although this is not a request for competitive proposals, responsible sources may identify interest/capability or submit proposals, and interested parties may advise the contracting officer if they can satisfy the requirement with a commercial item, even though FAR Part 12 commercial-item policies are not being used.
