The Government requires 23 units of a flight-critical part, delivered FOB origin, with acquisition limited to sources already approved by the design control activity due to unique design, engineering, and manufacturing/repair knowledge and data rights. Only previously approved sources have been solicited; alternate sources must qualify under the design control activity’s procedures and submit the required NAVSUP WSS Source Approval Brochure information with their offer. Award may proceed based on Fleet support needs if a new-source approval cannot be processed in time. FAR Part 12 commercial-item policies are not being used, though interested parties may identify commercial-item interest and capability to the contracting officer.
