NAVSUP WSS seeks repair of an item and requests either firm-fixed-price or TT&E pricing with estimated repair costs. Performance occurs at the contractor’s facility, where the Government must receive the F-condition asset before the contractual Repair Turnaround Time (RTAT) begins. RTAT is measured from asset return to Government acceptance, and the contractor must report all CAV transactions by the end of the fifth regular business day after receipt, with the CAV Action Date reflecting actual physical receipt. Final Government inspection and acceptance must be obtained within the established RTAT. Contractual documents are considered issued upon mailing, fax, or other electronic transmission, and Government acceptance of the contractor’s proposal constitutes bilateral agreement to that issuance method.
