The Government requires source approval prior to contract award, and only previously approved sources have been solicited. New sources must submit the information specified in the applicable NAVSUP WSS Source Approval Information Brochure, or provide a copy of the cover letter if a source approval request is already under evaluation. Offers lacking all required source approval data or proof of prior submission will not be considered for award. Because approval of a new source normally cannot be completed in time, award may proceed based on Fleet support needs if approval requirements would delay meeting Government requirements.
