The Government requires 5 each of the specified item, delivered FOB origin, and acquisition is restricted to sources already approved by the design control activity because the item is flight critical and available technical data does not support full and open competition. Approved sources retain essential design, manufacturing/repair knowledge, and data rights, so any alternate source must qualify under the Government engineering activity’s procedures. Non-approved sources must provide the information required by the applicable NAVSUP WSS Source Approval Information Brochure with their offer, and offers lacking required source-approval data will not be considered. Award will be made only if the offeror, product/service, or manufacturer meets the qualification requirements at time of award, and FAR Part 12 commercial-item procedures are not being used.
