The Government requires 10 each of NSN 7R-1730-016281428-EY (TDP version 004), delivered FOB origin. The item must be acquired from or repaired by a source specified on a source-control or selected-item drawing; suitable technical data, Government data rights, or manufacturing/repair knowledge are not available for other sources, and no qualification testing or second-source part is permitted. Government source approval is required prior to award because the item is flight critical and/or available technical data is inadequate for full and open competition, and only previously approved sources have been solicited. Non-approved sources must submit the information required by the applicable NAVSUP WSS Source Approval Information Brochure with their proposal, and offers missing required source-approval data will not be considered. If source approval cannot be completed in time, award may proceed based on Fleet support needs; the Government is not using FAR Part 12 commercial-item policies, though interested parties may identify commercial-item interest and capability to the contracting officer.
