The Government intends to negotiate with only one source under FAR 6.302-1 for six units, FOB origin, because the item is flight critical and/or the available technical data does not support full and open competition. Only previously approved sources have been solicited; new sources must qualify through NAVSUP WSS source approval procedures and submit all required Source Approval Brochure information with their offer. If a source approval request is already under evaluation, the offer must include the cover letter that forwarded the request. Offers lacking the required source approval data will not be considered, and the Government may proceed based on Fleet support needs if approval cannot be completed in time. All responsible sources may identify interest and capability, but this is not a request for competitive proposals and any decision to compete is discretionary.
