The contractor must provide facilities, labor, materials, parts, special tooling/test equipment, quality control, configuration management, inspection records, and handling for nonconforming, BER, MOI, and OAR items unless Government-furnished property is expressly provided. Compliance includes an ISO 9001/SAE AS9100 quality system, calibration requirements, MIL-STD-130 marking, and MIL-STD-2073 packaging as applicable. Repairs and upgrades must be performed at the identified facility: Hamilton Sundstrand Corporation (Collins Aerospace), 1 Hamilton Rd, Windsor Locks, CT 06096. The effort is issued under existing BOA terms and conditions, with Wide Area Workflow payment instructions and Government acceptance of the contractor’s proposal constituting bilateral agreement.

The requirement is for 11 units of a flight-critical NSN part, with delivery FOB origin. The item requires Government source approval and is restricted to previously approved sources because the approved source(s) retain essential design, manufacturing, or repair data not economically available to the Government. Alternate sources must qualify through the cognizant Government engineering activity and submit the data required by the applicable NAVSUP WSS Source Approval Information Brochure with their proposal. The Government intends to solicit and negotiate on a sole-source basis under FAR 6.302-1, but responsible sources may identify their interest and capability or submit proposals for consideration.
