The item is flight critical and must be acquired from or repaired by a Government-approved source; suitable technical data, Government data rights, or manufacturing/repair knowledge are not available to support acquisition from other sources. Only previously approved sources have been solicited, and a new source must obtain Government source approval prior to contract award by submitting the information required in the applicable NAVSUP WSS Source Approval Information Brochure. Offers lacking all required source-approval data or documentation of prior submission will not be considered, and the time needed for new-source approval normally prevents delaying award pending approval. Award will be made only if the offeror, product/service, or manufacturer meets the qualification requirements at time of award, and the Government does not intend to use FAR Part 12 commercial-item procedures.
