The requirement is for 20 EA of a flight-critical item, delivered FOB origin, and the acquisition will not use FAR Part 12 commercial-item procedures. Because the item requires engineering source approval and approved sources retain essential data/manufacturing knowledge, the Government intends to solicit and negotiate with only one source under FAR 6.302-1, and only previously approved sources have been solicited. Non-approved sources must submit the information required by the applicable NAVSUP WSS Source Approval Information Brochure with their offer and must meet qualification requirements at time of award. Offers lacking all required source-approval data, or documentation of prior complete submission, will not be considered; award may proceed based on Fleet support needs if source approval cannot be processed in time. Free Trade Agreement and WTO Government Procurement Agreement clauses may apply if included in the solicitation.
