The requirement is for 5 each of NSN 7R-1560-015399072-V2 (ref 901-060-870-102), FOB origin, and the item is flight critical and requires Government/design-control source approval before award. Only previously approved sources have been solicited; new sources must submit the NAVSUP WSS Source Approval Information Brochure data with their offer and meet qualification requirements at time of award. The Government intends to solicit and negotiate with only one source under FAR 6.302-1, though responsible sources may identify interest and capability, and this is not a request for competitive proposals. Approval of a new source normally cannot be completed in time to delay award, and award may proceed based on Fleet support needs if approval cannot be processed in time. FAR Part 12 commercial-item policies are not being used, and Free Trade Agreement/WTO Government Procurement Agreement clauses may apply.
