The requirement is for two units of NSN 7R-5821-015274256-FW (ref 822-2092-001), delivered FOB origin; the item is flight critical and/or lacks adequate technical data for full and open competition. Acquisition requires Government source approval by the design control activity, and only previously approved sources have been solicited because they retain essential data, manufacturing knowledge, or repair knowledge. New sources must qualify under the design control activity’s procedures and submit NAVSUP WSS Source Approval Information Brochure data with their proposal; offers missing required data or documentation of a prior complete submission will not be considered. The Government intends to solicit and negotiate with only one source under FAR 6.302-1, though responsible sources may identify interest/capability or submit proposals/quotations/capability statements, and award requires meeting qualification requirements at time of award. FAR Part 12 commercial-item policies are not being used, but interested parties may identify commercial-item interest and capability to the contracting officer.
