This procurement is for 6 each of the specified item, with delivery FOB origin. The item requires engineering source approval by the design control activity, and only previously approved sources have been solicited because the item is flight critical and/or available technical data are inadequate for full and open competition. New sources must submit the information required by the applicable NAVSUP WSS Source Approval Information Brochure with their proposal, and award may proceed based on Fleet support needs if source approval cannot be processed in time. The Government intends to solicit and negotiate with only one source under FAR 6.302-1; all responsible sources may identify interest/capability, but this is not a request for competitive proposals. The Government is not using FAR Part 12 commercial-item procedures, though interested parties may identify commercial-item capability to the contracting officer, and award requires meeting the qualification requirements at time of award.
