The Navy requires contractors to maintain a quality control system compliant with MIL-I-45208A, MIL-Q-9858, ISO 9000/9001/9002, or equivalent, including Government-reviewed inspection, test, and repair procedures. The contractor must develop and maintain a Repair Quality Plan, control purchased materials, perform receiving inspection, manage nonconforming material, and keep historical records for each CLIN/assembly by serial number. IRB authority is delegated for minor nonconformances/scrap/rework, while MRB authority for “AS-IS” and other dispositions remains with the Government. The Government may randomly select completed repaired CLINs for repair assessment testing at the CFA or another Government-designated location, and packaging must comply with MIL-STD-2073 with markings per MIL-STD-130. A 12-month warranty applies, with defect notice due within 60 days after discovery, and inspection records must be kept at least 12 months after end-item acceptance.
